1. Article 1 of Decree-Law No. 4 of 2001 was amended to add a definition of terrorism, which reads as follows:
1 - تعديل المادة الأولى من المرسوم بقانون رقم (4) لسنة 2001 بإضافة تعريف للإرهاب نصه الآتي:

5.4 The author says it should be borne in mind that as of the date of his arrest article 12 of Decree-Law No. 25,475 was in force; this provision allowed the police to hold detainees incommunicado without judicial authorization.
5-4 ويذكّر صاحب البلاغ بأنه لدى القبض عليه، كانت المادة 12 من المرسوم بقانون رقم 25475، التي تجيز للشرطة إبقاء المحتجزين في حبس انفرادي بدون إذن من القضاء، ما زالت سارية.

Article 37 of Decree-Law No. 24/89/M states that companies must allow pregnant women 35 days of paid maternity leave without loss of remuneration, up to a maximum of three births.
وتنص المادة ٧٣ من المرسوم بقانون رقم ٤٢/٩٨/M على وجوب أن تمنح الشركات النساء الحوامل إجازة وضع مدفوعة اﻷجر لمدة ٥٣ يوما، دون خصم لﻷجر، بحد أقصى ٣ ولادات.

151. Article 39 of Decree-Law No. 40/89/M stipulates that no employer is allowed to employ or use the services of workers under 16 years of age.
١٥١- تنص المادة ٩٣ من المرسوم بقانون رقم ٠٤/٩٨/M على ألا يستخدم صاحب العمل عمالاً أو يستفيد من خدمات عمال تقل سنهم عن ٦١ سنة.

123. Accordingly, article 110 of Decree-Law No. 62/87 prescribes that female workers are entitled to post-natal leave of 45 days, with pay.
123 - ومن ثم، فإن المادة 110 من المرسوم بقانون 62/87 تنص على أن من حق العاملات أن يحصلن على إجازة مدفوعة الأجر لمدة 45 يوما لدى الولادة.

Otherwise, the remaining money, minus the amount of the corresponding administrative penalty in accordance with the provisions of article 1, subparagraph (x), of Decree-Law 1074 of 1999, in accordance with the provisions of article 35 of Decree-Law 1092 of 1996, will be placed at the disposal of the Office of the Prosecutor-General.

80. In terms of tertiary education, Article 28 of Decree-Law 11/91/M, of 4 February, states that the conditions that guarantee equal opportunity of entering tertiary education should be created.
80- ومن حيث التعليم العالي، تنص المادة 28 من المرسوم بقانون 11/91/م، الصادر في 4 شباط/فبراير، على أنه ينبغي تهيئة الظروف التي تكفل تكافؤ الفرص في الالتحاق بالتعليم العالي.

10. In respect of Decree-Law 102 of September 1983 and Decree 7988 of February 1996, the Committee notes with concern that the circumstances under which a state of emergency may be proclaimed and enforced in Lebanon are excessively broad and may be used to restrict the exercise of basic rights in an unjustifiable manner.
٠١- وفيما يتصل بالمرسوم بقانون ٢٠١ الصادر في أيلول/سبتمبر ٣٨٩١ والمرسوم ٨٨٩٧ الصادر في شباط/فبراير ٦٩٩١، تلاحظ اللجنة، بقلق، أن الظروف التي يجوز فيها إعلان وإنفاذ حالة الطوارئ في لبنان هي ظروف واسعة إلى حد مفرط ويمكن أن تستخدم لتقييد ممارسة الحقوق اﻷساسية على نحو لا مبرر له.

107. As stated above, article 2 (3) of Decree-Law No. 38 of 2002, concerning the establishment of the National Human Rights Committee, states that the Committee has authority to investigate human rights violations and suggest ways of dealing with them and preventing them from happening.
107- وكما تمت الإشارة من قبل، فإن المرسوم بقانون رقم 38 لسنة 2002، بشأن إنشاء اللجنة الوطنية لحقوق الإنسان، قد منح في المادة [2(3)] منه اللجنة الوطنية سلطة النظر في التجاوزات على حقوق الإنسان، واقتراح السبل الكفيلة لمعالجتها وتفادي وقوعها.

With respect to other bodies authorized to bear arms, mention should be made of Decree-Law No. 3,607, which refers to private security personnel. Bearing of arms by such personnel is regulated by the Directorate of National Mobilization for the purposes cited in the Decree-Law.
أما فيما يتعلق بالهيئات الأخرى المرخص لموظفيها بحمل السلاح، فتجدر الإشارة إلى المرسوم بقانون رقم 3607 الذي ينص على تشكيل مليشيات خاصة تخضع، فيما يتعلق بحمل السلاح، لمراقبة المديرية العامة للتجنيد الوطني للأغراض المنصوص عليها في المرسوم بقانون المذكور أعلاه.

272. As laid down in article 6, first additional clause, of Decree-Law No. 274 (2000), ambassadors and consuls-general are freely appointed and dismissed, and appointments to such posts are at the discretion of the President of the Republic, in accordance with article 189, paragraph 2, of the Constitution.
272- وعلى النحو الذي نص عليه البند الإضافي الأول من المادة 6 من القانون بمرسوم رقم 274(2000)، يتم تعيين السفراء والقناصل العامين وفصلهم بحرية. ويُترك أمر التعيين في هذه الوظائف لتقدير رئيس الجمهورية، وفق الفقرة 2 من المادة 189 من الدستور.
