113. States should recognize the need to allow independent scrutiny and control mechanisms of the conditions of detention of children (judicial authorities, international and local nongovernmental organizations, international human rights mechanisms, consular services), and recognize the role played by civil society and local communities in addressing this and other issues concerning the protection of migrant children.
