15. Generally speaking, the members of the Sub-Commission endorsed that approach, stressing that the future work must focus on the criminal process proper, without however losing sight of the social dimension of discrimination in the criminal justice system.

She added that Ms. Zerrougui remained Special Rapporteur on the issue of discrimination in the criminal justice system and it was hoped that she would be able to present her report to the Sub-Commission next year.

In response to this concern, the Commission's sessional working group on the administration of justice entrusted Ms. Leïla Zerrougui with preparing a working paper on one aspect of discrimination in the administration of justice, that of discrimination in the criminal justice system.

At its fifty-fourth session, the Sub-Commission, in its resolution 2002/3, decided to appoint Ms. Leïla Zerrougui as Special Rapporteur to conduct a detailed study of discrimination in the criminal justice system with a view to determining the most effective means of ensuring equal treatment in the criminal justice system for all persons without discrimination, particularly vulnerable persons.
37- قررت اللجنة الفرعية، في قرارها 2002/3 الذي اعتمدته في دورتها الرابعة والخمسين، أن تعين السيدة ليلى زرّوقي مقررة خاصة مكلفة بإجراء دراسة مفصلة لمسألة التمييز في نظام العدالة الجنائية بغية تحديد الوسائل الأكثر فعالية لضمان المعاملة المتساوية، دون تمييز، لجميع الأشخاص، وبخاصة الضعفاء منهم.

Since the final working paper was submitted against the background of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance (the Durban Conference) and the attacks of 11 September 2001 on the World Trade Center, the repercussions of those two events on the question of discrimination in the criminal justice system were emphasized.
وبما أن ورقة العمل النهائية قُدّمت في سياق دولي شهد انعقاد المؤتمر العالمي لمكافحة العنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب (مؤتمر ديربان) وهجمات 11 أيلول/سبتمبر على مركز التجارة العالمي، فقد تمّ تسليط الضوء على نتائج هذين الحدثين على إشكالية التمييز في نظام العدالة الجنائية.

She will examine the institutional framework and legislation relating to matters of substance and procedure governing the activities of the investigating, prosecuting and lawenforcement agencies and the courts, with a view to identifying de jure discrimination, indirect discrimination and factors causing the persistence of discrimination in the criminal justice system.
