Concerning the allegations of forced displacement, what was in fact happening was that the populations of the governorates of Dohuk, Irbil and Sulaymaniyah had to flee periodic clashes between the Kurdish factions in Iraqi Kurdistan, the latest of which had been going on since October 1997, as well as intermittent Turkish invasions.
