The persistence of historically low world energy prices, and of energy subsidies in many countries, continues to undermine these efforts; while energy intensity has declined in the developed world, absolute consumption has risen (see E/CN.17/1996/5/Add.1, sect. I). Subsidy removal and internalization of environmental costs in the price of fuel appears essential to further progress on energy efficiency goals.
