4 - تعامل هذه الجرائم، لأغراض تسليم الدول الأطراف للمجرمين بعضها لبعض، كما لو أنها ارتكبت لا في المكان الذي حدثت فيه بل في أقاليم الدول المطلوب منها إقامة ولايتها القضائية وفقاً للمادة 4.
