Article 11 of Federal Act No. 1 of 1972, concerning the functions of ministries and the powers of ministers, stipulates as follows:
8- بالإشارة إلى القانون الاتحادي رقم 1 لسنة 1972 بشأن اختصاصات الوزارات وصلاحيات الوزراء وبنص المادة 11:

99. Article 19 of Federal Act No. 28/2005, concerning personal status, regulates marriage contracts and the conditions set out therein with a view to guaranteeing that families are established on stable foundations which ensure that the spouses carry out their duties lovingly and compassionately.
99- يعمل القانون الاتحادي رقم 28/2005 في شأن الأحوال الشخصية في المادة 19 على تنظيم عقود الزواج وشروطه من أجل كفالة إنشاء أسرة مستقرة على أسس تكفل لهما تحمل أعبائها بمودة ورحمة.

(c) The adoption, on 30 April 2010, of Federal Act No. 68 FZ on Compensation for Infringement of the Rights to Access to Legal Proceedings or Enforcement of a Judicial Act within a Reasonable Period;
(ج) اعتماد القانون الاتحادي رقم FZ 68 المتعلق بالتعويض عن انتهاك الحق في اللجوء إلى القضاء أو في إنفاذ قرار قضائي في غضون فترة زمنية معقولة، وذلك في 30 نيسان/أبريل 2010؛

Under the terms of Federal Act No. 130 of 25 July 1998 " On measures to combat terrorism " , the agencies directly involved in counter-terrorism activities are the Federal Security Service, the Ministry of Internal Affairs, the Ministry of Defence, the Foreign Intelligence Service, the Federal Border Service and the Federal Protection Service.
وبموجب القانون الاتحادي رقم 130، المؤرخ 25 تموز/يوليه 1998 " بشأن مكافحة الإرهاب " فإن الأجهزة التي تعمل على مكافحة الإرهاب بصورة مباشرة هي جهاز الأمن الاتحادي، ووزارة الداخلية، ووزارة الدفاع، وجهاز الاستخبارات الخارجية، والجهاز الاتحادي لحرس الحدود، والجهاز الاتحادي لحماية الاتحاد الروسي.

Article 27 of Federal Act No. 395-1 of 2 December 1990 " On banks and banking activity " establishes the procedure for attachment of juridical persons' monetary assets on account with, deposited with or in the safekeeping of credit institutions.
وتنص المادة 27 من القانون الاتحادي رقم 395-1 المؤرخ 2 كانون الأول/ ديسمبر 1999 بشأن " المصارف والنشاط المصرفي " على الإجراءات المتعلقة بحجز الأصول النقدية التابعة للأشخاص القانونيين المودعة في حسابات لدى مؤسسات ائتمانية أو مودعة لديها أو في حراستها.

The Social Security Fund provides services for social categories in need of financial support in conformity with the provisions of the Constitution, particularly article 16 thereof, and in a manner consistent with the principle of social solidarity and the provisions of Federal Act No. 13 of 1981, as amended.

In accordance with article 49 of Federal Act No. 52-F3 of 24 July 1995 on the Animal World, the right to priority use of the animal world includes the granting of the first choice of hunting and fishing grounds, privileges in respect of the periods and areas for hunting and fishing and acquiring animal and fish products and other uses in accordance with the legislation in force.
ووفقا للمادة 49 من القانون الاتحادي رقم 52 - إ 3 المعنون " عالم الحيوان " الصادر في 24 تموز/يوليه 1995، تنطوي أحقية الانتفاع بالحيوانات على منح أسبقية اختيار منافع ومزايا الصيد، من حيث مدد ومناطق صيد الحيوانات واستخراج منتجاتها وسائر أشكال الانتفاع بها، وفقا للقوانين المعمول بها.

70. It had adopted a number of additional regulations to implement effectively the provisions of Federal Act No. 35-FZ of 6 March 2006 on counter-terrorism.

(Office of the Attorney-General of the Republic) Promote the effective exercise of Federal Act to Prevent and Punish Torture, regarding the examination of the victim by independent experts.
(مكتب النائب العام للجمهورية) تشجيع ممارسة القانون الاتحادي لمنع التعذيب والمعاقبة عليه على نحو فعال، فيما يتعلق بفحص الضحايا من قبل خبراء مستقلين.

144. Article 13 of Federal Act No. 7 of 1984, concerning health services costs and fees for medical certificates and reports, deals with the subject of State provision of free public health services for all nationals and residents, including basic preventive health services for mothers and children.
144- كما نص القانون الاتحادي رقم 7 لسنة 1984 في شأن أسعار الخدمات الصحية ورسوم الشهادات والتقارير الصحية، وتناولت المادة 13 مسألة كفالة الدولة لجميع المواطنين والمقيمين خدمات الصحة العامة المجانية والتي تشمل الخدمات الوقائية الأساسية في مجال خدمات رعاية الأمومة والطفولة والتي تشمل:

The Committee notes with appreciation the adoption of Federal Act No. 51 of 2006, which aims to combat human trafficking offences and all forms of exploitation, particularly of women and children, and the establishment by this Act of a National Committee on Human Trafficking.
9- وتلاحظ اللجنة مع التقدير اعتماد القانون الاتحادي رقم 51 لسنة 2006 بهدف مكافحة جرائم الاتجار بالبشر وجميع أشكال الاستغلال، وخاصة المتعلقة بالنساء والأطفال، وإنشاء لجنة وطنية معنية بمكافحة الاتجار بالبشر بموجب هذا القانون.

In accordance with article 2.1 of Federal Act 2395-1 of 21 February 1992 on mineral resources, mineral deposits enclosed in the Earth's crust below the soil, including those underground, and the extractable energy and other resources contained in those deposits, are State property.
وتنص المادة 2-1 من القانون الاتحادي رقم 2395-1 المؤرخ 21 شباط/فبراير 1992، بشأن الموارد المعدنية، على أن ما يوجد من ترسبات في قشرة الأرض تحت طبقة التربة العلوية، بما في ذلك باطن الأرض وما يحتوي من ثروات معدنية وموارد للطاقة وأية موارد أخرى يمكن استخراجها، هو جزء من ممتلكات الدولة.

The adoption of Federal Act No. 49-F3 of 7 May 2001 on the Territories of Traditional Natural-Resource Use by the Small Indigenous Peoples of the North, Siberia and the Russian Far East has made it possible to carry out on a legislative basis a set of land management projects for establishing the boundaries of the territories of traditional natural resource use.
كما أن صدور القانون الاتحادي رقم 49 - إ 3 المعنون " مناطق الانتفاع التقليدي بالطبيعة لشعوب الشمال وسيبيريا والشرق الأقصى الأصلية القليلة التعداد في الاتحاد الروسي " ، الصادر في 7 أيار/مايو 2001، إنما يوفر إمكانية القيام، بصورة قانونية، بأعمال متنوعة في مجال تنظيم استغلال الأراضي في إطار ترسيم حدود مناطق الانتفاع التقليدي بالطبيعة.

71. Article 16 of Federal Act No. 2 of 2008, concerning public welfare associations and institutions, states: " No association may deviate from the object specified in its statute. Associations and their members are prohibited from stirring up sectarian, racist or religious strife. "
71- كما نصت المادة 16 من القانون الاتحادي رقم 2 لسنة 2008 في شأن الجمعيات والمؤسسات ذات النفع العام: " لا يجوز للجمعية الخروج عن الأغراض المحددة في نظامها الأساسي ويحظر عليها وعلى أعضائها إثارة المنازعات الطائفية أو العنصرية أو الدينية " .

Hence, article 2 of Federal Act No. 29/2005 states: " It is prohibited to inflict bodily or mental harm on an accused person or to subject a person to torture or degrading treatment. "
فقد نصت المادة 2 من القانون الاتحادي رقم 35/1992 بشأن الإجراءات الجزائية المعدل بالقانون الاتحادي رقم 29/2005 على: " يحظر إيذاء المتهم جسمانياً أو معنوياً كما يحظر تعريض أي إنسان للتعذيب أو المعاملة الحاطة بالكرامة " .
