The Committee recommends that the State party strengthen its efforts to guarantee the right to vote of Filipino migrant workers living abroad by facilitating their registration and participation in the next presidential and national elections, that it continue measures for voting by mail and via the internet, and that it secure sufficient funding for overseas voting.

Although the Committee recognizes the measures taken by the State party to provide mobile services for registering the birth of Filipino migrant children abroad, the Committee is concerned at the reported difficulties in accessing birth registration for Filipino migrant children abroad in some instances, including those in an irregular situation, for example due to the distance to the foreign service posts and the costs incurred.
34- ورغم أن اللجنة تعترف بالتدابير التي اتخذتها الدولة الطرف لتقديم خدمات متنقلة لتسجيل ميلاد أطفال المهاجرين الفلبينيين في الخارج، فإن القلق يساورها إزاء التقارير التي تشير إلى الصعوبات التي يواجهها في بعض الأحيان العمال المهاجرون في الخارج لتسجيل أطفالهم، بمن فيهم العمال في وضع غير نظامي، ويعزى ذلك مثلاً إلى بُعد مراكز الخدمة الخارجية والتكاليف المرتبطة بذلك.

(25) Regarding Filipino workers abroad, the Committee notes the role of the Department of Foreign Affairs and the activities of the Legal Assistant for Migrant Workers' Affairs to pursue the rights on behalf of Filipino migrant workers, in case individual complaints are legally impossible.

(31) The Committee notes with concern that, despite the State party's efforts to protect the rights of Filipino migrant workers abroad, abuse and exploitation continue, especially of women migrants and that these are underreported.

The Committee recommends that the State party take further steps to strengthen consular staffing, so that its consular services can respond more effectively in order to protect and promote the rights of Filipino migrant workers and members of their families, where necessary, and can provide, in particular, the necessary assistance to any of them who are deprived of liberty or subjected to an expulsion order.
31- توصي اللجنة بأن تتخذ الدولة الطرف مزيداً من الخطوات لتعزيز ملاك موظفي القنصليات لكي تتمكن دوائرها القنصلية من الاستجابة بمزيد من الفعالية بغرض حماية وتعزيز حقوق العمال المهاجرين الفلبينيين وأفراد أسرهم، حيثما كان ذلك ضرورياً، وبالخصوص، من تقديم المساعدة اللازمة إلى أيٍّ منهم كان مسلوب الحرية أو خاضعاً لأمر بالطرد.
