3. A mechanism for the provision of financial and technical cooperation to developing-country Parties and Parties with economies in transition to assist their compliance with the measures of this Convention is hereby defined.

Invites Member States to make more comprehensive and determined efforts in the area of financial and technical cooperation aimed at promoting alternative development, including preventive alternative development, with the understanding that such cooperation, in the long term, may achieve positive results that not only satisfy economic criteria but also take into account social, political and environmental factors;
2- تدعو الدول الأعضاء إلى بذل جهود أكثر شمولا وإصرارا في مجال التعاون المالي والتقني بهدف تعزيز التنمية البديلة، بما فيها التنمية البديلة الوقائية، من منطلق الفهم بأن ذلك التعاون يمكن أن يحقق، في الأجل الطويل، نتائج إيجابية لا تفي بالمعايير الاقتصادية فحسب بل تضع في الاعتبار أيضا العوامل الاجتماعية والسياسية والبيئية؛
