The Commission on Investment, Technology and Related Financial issues decided to convene an Intergovernmental Expert Meeting on the Development Dimension of FDI: Policies to Enhance the Role of FDI in Support of the Competitiveness of the Enterprise Sector and the Economic Performance of host economies, taking into account the Trade/Investment Interface, in the National and International Context.
3- قررت لجنة الاستثمار والتكنولوجيا والقضايا المالية المتصلة بذلك أن تعقد اجتماعاً لفريق خبراء حكومي دولي يُعنى بالبعد الإنمائي للاستثمار الأجنبي المباشر: السياسات الرامية إلى تعزيز دور الاستثمار الأجنبي المباشر في دعم القدرة التنافسية لقطاع المشاريع والأداء الاقتصادي للاقتصادات المضيفة مع مراعاة نقاط الالتقاء بين التجارة والاستثمار، في السياقين الوطني والدولي.

6 To facilitate the discussions, the UNCTAD secretariat is preparing an issues note on " The development dimension of FDI: policies to enhance the role of FDI in support of the competitiveness of the enterprise sector and the economic performance of host economies, taking into account the trade/investment interface, in the national and international context " .
6- ولتيسير المناقشات، تعد أمانة الأونكتاد مذكرة قضايا بخصوص " البعد الإنمائي للاستثمار الأجنبي المباشر: السياسات الرامية إلى تعزيز دور الاستثمار الأجنبي المباشر في دعم القدرة التنافسية لقطاع المشاريع والأداء الاقتصادي للاقتصادات المضيفة مع مراعاة نقاط الالتقاء بين التجارة والاستثمار، في السياقين الوطني والدولي " .

Foreign direct investment (FDI) can play a significant role in the development process of host economies.

Liberalization of services has the potential to enhance the efficiency and competitiveness of host economies, but at the risk of creating or worsening inequities for the poor and for women.
31- ويسمح تحرير الخدمات بتعزيز كفاءة الاقتصادات المضيفة وقدرتها التنافسية لكنه قد يتسبب في وجود مظاهر عدم إنصاف للفقراء والنساء أو في تفاقمها.

But given the power and superior capabilities of many TNCs as compared with local firms in these countries, there have also been fears that foreign investors will crowd out local players and interests, abuse monopoly power with adverse effects on competition and consumer welfare and pursue their own interests not sufficiently taking into account those of host economies.
