783. In order to make a better evaluation of the situation of human rights in the occupied territories, the competences of the Israeli Government and of the Palestinian Authority and Council should be borne in mind.

By far the most serious aspect of the current situation of human rights in the occupied territories is the significant deterioration in the economic and social conditions stemming from the virtually hermetic closure that was imposed on the occupied territories on 25 February 1996.
