وإذ يسوؤها رفض حكومة العراق التعاون مع آليات اﻷمم المتحدة لحقوق اﻹنسان، ولا سيما عدم قبول زيارة المقرر الخاص للجنة حقوق اﻹنسان المعني بحالة حقوق اﻹنسان في العراق، للعراق مرة أخرى، وعدم السماح بتمركز مراقبين لحقوق اﻹنسان في جميع أنحاء العراق عملا بالقرارات ذات الصلة للجمعية العامة ولجنة حقوق اﻹنسان،

وإذ يسوؤها رفض حكومة العراق التعاون مع آليات اﻷمم المتحدة لحقوق اﻹنسان، ولا سيما عدم قبول زيارة المقرر الخاص للعراق وعدم السماح بتمركز مراقبين لحقوق اﻹنسان في جميع أنحاء العراق عملا بالقرارات ذات الصلة للجمعية العامة ولجنة حقوق اﻹنسان،

(j) To implement the recommendations of the Special Rapporteur by providing detailed and comprehensive replies to letters relating to allegations of human rights violations transmitted by the Special Rapporteur and by allowing the stationing of human rights monitors throughout Iraq pursuant to the relevant resolutions of the General Assembly and the Commission on Human Rights;
(ي) أن تنفذ التوصيات المقدمة من المقرر الخاص، وذلك بتقديم ردود مفصلة وشاملة على الرسائل التي يحيلها المقرر الخاص والتي تتضمن مزاعم بشأن انتهاكات حقوق الإنسان، والسماح بوضع راصدين لحقوق الإنسان في جميع أنحاء العراق عملا بالقرارات ذات الصلة الصادرة عن الجمعية العامة ولجنة حقوق الإنسان؛

(c) To cooperate with United Nations human rights mechanisms, in particular by inviting the Special Rapporteur to visit the country and allowing the stationing of human rights monitors throughout Iraq pursuant to the relevant resolutions of the General Assembly and the Commission;
(ج) أن تتعاون مع آليات الأمم المتحدة لحقوق الإنسان، ولا سيما عن طريق دعوة المقرر الخاص إلى زيارة البلد والسماح بتمركز مراقبي حقوق الإنسان في جميع أنحاء العراق عملاً بالقرارات ذات الصلة الصادرة عن الجمعية العامة واللجنة؛

But, to remove any doubt as to the extent of the application of such laws and their effects, the Special Rapporteur reiterates that the stationing of human rights monitors throughout the country would constitute a reliable means of determining the facts beyond reasonable doubt.
ولكن بغية إزالة أي شك فيما يتعلق بمدى تطبيق هذه القوانين وآثارها، يكرر المقرر الخاص أن وضع مراقبين لحقوق اﻹنسان في جميع أرجاء البلد سيشكل وسيلة يُعوﱠل عليها لتحديد الحقائق دون شك معقول.
