In 2007, the Federated States of Micronesia and Mauritius joined several other nations to put forth proposals to accelerate the phase-out of hydrochlorofluorocarbons (HCFCs " ) under the Montreal Protocol on Substances that Deplete the Ozone Layer ( " Montreal Protocol " ).
