35. In its resolution on impunity (2001/70), the Commission urged States to give necessary attention to the question of impunity for violations of human rights and humanitarian law, including those perpetrated against women and children.

The Commission on Human Rights, in its resolution 2003/72, expressed its conviction that the practice and expectation of impunity for violations of international human rights or humanitarian law encourage violations and are among the fundamental obstacles to the observance and the full implementation of international human rights and humanitarian law.

It noted, however, that the question of impunity for violations of economic, social and cultural rights was not addressed in the Commission's resolution on impunity and emphasized the need for a balanced consideration of all rights when dealing with the issue of impunity for violations.
