12. The new policy of publishing the full text of inspection reports (which came into effect for all inspections carried out after 1 September 2005) improved transparency but at the cost of introducing significant delays in the finalization and issuance of inspection reports.

While publication of the full text of inspection reports has given effect to the High Commission's undertaking to improve transparency, implementation of this policy has continued to incur delays and lengthy exchanges with some offices whose preference would be to see mention of the changes implemented since the time of the inspection reflected in reports, rather than the situation which was observed at the time of the inspection.
