The most recent development was the adoption of the Guidelines for the Domestic Facilitation and Regulation of International Disaster Relief and Initial Recovery Assistance at the 30th International Conference of the Red Cross and Red Crescent.
وقال إن أحدث تطور يتمثل في اعتماد المبادئ التوجيهية المتعلقة بالقيام على الصعيد المحلي بتيسير وتنظيم الإغاثة الدولية في حالات الكوارث والمساعدة المقدمة من أجل الإنعاش الأوَّلي في المؤتمر الدولي الثلاثين للصليب الأحمر والهلال الأحمر.

The concept of International Disaster response law was relevant to the important United Nations Programme of Assistance, which promoted wider appreciation of international law.
وأضاف أن مفهوم قانون الاستجابة الدولية للكوارث ذو صلة ببرنامج الأمم المتحدة للمساعدة الذي يتمتع بأهمية، والذي يعزز زيادة تفهم القانون الدولي.

Moreover, in order to assist States in preparing their legal and institutional arrangements for international disaster assistance, the United Nations and the International Federation of Red Cross and Red Crescent Societies continue to promote the implementation of the guidelines for the domestic facilitation and regulation of International Disaster relief and initial recovery assistance.
وتواصل الأمم المتحدة والاتحاد الدولي لرابطات الصليب الأحمر والهلال الأحمر العمل أيضا على تعزيز تنفيذ المبادئ التوجيهية لتسهيل العمليات الدولية للإغاثة والانتعاش الأولي في حالات الكوارث وتنظيمها على الصعيد الوطني، من أجل مساعدة الدول في إعداد ترتيباتها القانونية والمؤسسية تحسبا لوصول المساعدة الدولية في حالات الكوارث.

Member States are encouraged to increase their legal preparedness for effective disaster management by using the guidelines for the domestic facilitation and regulation of International Disaster relief and initial recovery assistance, and to sign the model customs facilitation agreement to facilitate the import and transit of the relief consignments and possessions of relief personnel in the event of disasters and other emergencies.

In such an instance, States are required to adopt a series of mainly affirmative measures aiming at achieving a specific goal: the safety and security of those individuals whose humanitarian actions constitute one of the fundamental pillars of International Disaster relief.
