The law further defines " serious harm " as the death penalty or execution; torture or other inhuman or degrading treatment or punishment; and serious and individual threat as a result of indiscriminate violence in situations of international or internal armed conflicts.
ويعرِّف القانون عبارة " ضرر جسيم " على أنها تشمل عقوبة الإعدام والقتل والتعذيب أو غيره من ضروب المعاملة أن العقوبة اللاإنسانية أو المهينة، وأي خطر فادح يتعرض له الفرد نتيجة عنف عشوائي في حالات النزاعات المسلحة الدولية أو الداخلية.

General Recommendation No. 19, issued by that Committee at its eleventh session in 1992, states that " the right to equal protection according to humanitarian norms in time of international or internal armed conflict " is one of the fundamental rights to which women are entitled.
وورد في التوصية العامة رقم ٩١ التي أصدرتها تلك اللجنة في دورتها الحادية عشرة عام ٢٩٩١ " أن الحق في الحصول على حماية مساوية وفقاً للقواعد اﻹنسانية أثناء المنازعات المسلحة الدولية أو الداخلية " يعد أحد الحقوق اﻷساسية التي يحق للمرأة التمتع بها)٨١(.

The act on the granting of refugee and asylee status, which entered into force in 2009, provides for additional protection for one year for foreign or stateless persons who are not otherwise eligible for refugee status but who legitimately fear for their lives if they return to their normal place of residence because of international or internal armed conflict.
