In paragraph 8 of its article 2, the Basel Convention defines ESM of hazardous wastes or other wastes as taking all practicable steps to ensure that hazardous wastes or other wastes are managed in a manner that will protect human health and the environment against the adverse effects which may result from such wastes.
25- تعرّف اتفاقيةُ بازل في الفقرة 8 من مادتها 2، الإدارة السليمة بيئياً للنفايات الخطرة أو النفايات الأخرى بأنها اتخاذ جميع الخطوات العملية لضمان إدارة النفايات الخطرة والنفايات الأخرى بطريقة تحمي الصحة البشرية والبيئة من الآثار المعاكسة التي قد تنتج عن هذه النفايات.

In paragraph 2 (b) of its article 10 ( " International Cooperation " ), the Basel Convention requires Parties to " cooperate in monitoring the effects of the management of hazardous wastes on human health and the environment. "

Takes note that on 11 May 1995, the 1995 Review and Extension Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons decided in terms of its article X, paragraph 2, to extend the Treaty indefinitely and adopted two decisions on strengthening the review process for the Treaty and the principles and objectives for nuclear non-proliferation and disarmament,

In paragraph 2 of its article 22, the Minamata Convention on Mercury provides that the Conference of the Parties shall, at its first meeting, initiate the establishment of arrangements for providing itself with comparable monitoring data on the presence and movement of mercury and mercury compounds in the environment as well as trends in levels of mercury and mercury compounds observed in biotic media and vulnerable populations.

In this connection, the Committee notes that the low marriageable age for girls, presently standing at 12 and the fact that this age is lower for girls than boys are incompatible with the provisions of the Convention, including those of its article 2.

The Committee recommends in this regard that clear guidance be given to the population and the personnel involved in the family planning policy to ensure that the aims it promotes are in accordance with the principles and provisions of the Convention, including those of its article 24.

The Committee strongly recommends that a solution be found to the concerns of the Committee for the situation of Albanian-speaking children in Kosovo, especially in the light of the principles and provisions of the Convention, including those of its article 3 relating to the best interests of the child.
