Specific action at the national, bilateral, subregional, regional and international levels, as appropriate, should be taken to address the special development problems and needs of land-locked developing countries.
٤٢ - ينبغي اتخاذ اجراءات محددة على اﻷصعدة الوطنية والثنائية ودون اﻹقليمية واﻹقليمية والدولية، حسب الاقتضاء، لمعالجة المشاكل والاحتياجات اﻹنمائية الخاصة للبلدان غير الساحلية النامية.

The remoteness of land-locked developing countries from seaports and overseas markets, compounded by inadequate communication links with various ports and commercial centres in these countries and between ports and overseas markets, continues to be a major handicap inhibiting the speedy movement of transit cargo.
٣٢ - إن بعد البلدان غير الساحلية النامية عن الموانئ البحرية واﻷسواق الخارجية، والذي يضاعف من آثاره عدم توفر وصلات الاتصال الكافية مع مختلف الموانئ والمراكز التجارية في هذه البلدان وبين الموانئ واﻷسواق الخارجية، لايزال يشكل عائقا رئيسيا يعوق سرعة انتقال شحنات المرور العابر.
