The Committee also reiterates that the State party should take into account its general recommendation No. 13 (1993) on the training of law enforcement officials in the protection of human rights and encourages the State party to improve the training of law enforcement officials, especially police officers, so that the standards of the Convention are fully met.
وتكرر اللجنة أيضاً التأكيد على أن تراعي الدولة الطرف توصيتها العامة 13(1993) بشأن تدريب موظفي إنفاذ القانون في مجال حماية حقوق الإنسان وتحث الدولة الطرف على تحسين تدريب موظفي إنفاذ القانون، وبخاصة عناصر الشرطة، بحيث تنفذ أحكام الاتفاقية تنفيذاً تاماً.

In this regard, the Committee recalls its general recommendation XIII on the training of law enforcement officials in the protection of human rights and encourages the State party to improve the training of law enforcement officials so that the standards of the Convention are fully implemented.

18. General Recommendation XIII on the training of law enforcement officials in the protection of human rights, adopted by the Committee at its forty—second session in 1993, is understandably connected with article 7. Paragraph 3 reads:
٨١- أما التوصية العامة الثالثة عشرة بشأن تدريب الموظفين المكلفين بإنفاذ القوانين في مجال حماية حقوق اﻹنسان، التي اعتمدتها اللجنة في دورتها الثانية واﻷربعين، ٣٩٩١، فهي على صلة بالمادة ٧ إذ جاء في فقرتها الثالثة ما يلي:

In particular, the Committee recommends that, in the light of its general recommendation No. 13 (1993) on the training of law enforcement officials in the protection of human rights, the State party provide specific training to military and law enforcement officials, to ensure that they respect and protect the human rights of all persons without any discrimination in the performance of their duties.

Particular attention should be paid by the State party to the Committee’s general recommendation XIII (42) of 16 March 1993 on the training of law enforcement officials in the protection of human rights and general recommendation XVII (42) of 19 March 1993 on the establishment of national institutions to facilitate the implementation of the Convention.
