Recalling that, in paragraph 4 of its resolution 65/147, it requested the Government of Israel to assume responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic, whose shores have been partially polluted, and recognizing the conclusion of the Secretary-General that this request of the Assembly has yet to be implemented,
وإذ تذكر بأنها طلبت في الفقرة 4 من قرارها 65/147 إلى حكومة إسرائيل أن تتحمل مسؤولية التعويض الفوري والكافي لحكومة لبنان والبلدان الأخرى التي تضررت بصورة مباشرة من البقعة النفطية، مثل الجمهورية العربية السورية التي لوثت شواطئها جزئيا، وإذ تقر بما خلص إليه الأمين العام من أنه لم يتم بعد تنفيذ طلب الجمعية العامة هذا،

8. Despite repeated requests by the General Assembly to the Government of Israel to assume responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, the Government of Israel has, to date, neither assumed such responsibility in principle nor paid the requested compensation.
8 - على الرغم من الطلبات المتكررة التي وجهتها الجمعية العامة إلى الحكومة الإسرائيلية لتحمل المسؤولية عن دفع تعويض فوري وكاف إلى الحكومة اللبنانية والبلدان الأخرى التي تضررت بصورة مباشرة من البقعة النفطية، فإن الحكومة الإسرائيلية لم تتحمل حتى الآن من حيث المبدأ هذه المسؤولية ولم تدفع التعويضات المطلوبة.
