It was noted that the budget proposal made no provision for conference-servicing of legislative organs of the United Nations Framework Convention on Climate Change and the United Nations Convention to Combat Desertification in those Countries Experiencing Serious Drought and/or Desertification, particularly in Africa.
109 - ولوحظ أن مقترحات الميزانية لم تخصص اعتمادا لتقديم خدمات المؤتمرات للأجهزة التشريعية في اتفاقية الأمم المتحدة الإطارية المتعلقة بتغير المناخ، واتفاقية الأمم المتحدة لمكافحة التصحر في البلدان التي تعاني من الجفاف الشديد و/أو من التصحر، وبخاصة في أفريقيا.

The inspectors note with concern that an increasing number of legislative organs do not fully table, consider and discuss Joint Inspection Unit reports, and thus fail to act upon recommendations addressed to them.

Based on an analysis of existing institutional mechanisms, procedures, membership of legislative organs and the costs of oversight governance, the Inspector found that there is a general need to rationalize, inter alia, the structures, working methods and practices of legislative organs to improve the effectiveness of their oversight function.
2 - وعلى أساس تحليل الآليات المؤسسية القائمة للهيئات التشريعية وإجراءاتها وعضويتها وتكاليف المراقبة الإدارية خلُص المفتش إلى أنه يوجد بوجه عام ما يدعو في جملة أمور إلى ترشيد هياكل وأساليب عمل وممارسات الهيئات التشريعية فيما يتصل بتحسين فعالية مهمة المراقبة الموكلة إليها.

The total duration of the sessions of legislative organs equals 51 meeting days per biennium (for the annual meetings of the Commission, three committees, eight subcommittees and two special bodies).
ويبلغ المجموع الإجمالي لمدة دورات الهيئات التشريعية ما يعادل 51 يوم اجتماع لكل فترة من فترات السنتين (بالنسبة للاجتماعات السنوية للجنة، واللجان الثلاث، واللجان الفرعية الثماني، والهيئتين الخاصتين).

In this context, the Board members appreciated the analysis of the working methods and practices of the various organizations of the United Nations system on the effectiveness as well as weaknesses of oversight activities of legislative organs contained in the report.
