At Mali's initiative, a Moratorium on the Importation, Exportation and Manufacture of light weapons in West Africa was adopted at the twenty-first session of the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS), held at Abuja on 30 and 31 October 1998.

In West Africa, national commissions from 15 member States of the Economic Community of West African States (ECOWAS), along with members of civil society, met in March 2005 in Bamako to review a draft convention that would transform the current voluntary ECOWAS moratorium on the importation, exportation and manufacture of light weapons in West Africa into a legally binding treaty.

Calls upon the international community to provide the necessary assistance to reinforce the fight against the proliferation and illicit trafficking of light weapons in West Africa, in particular the implementation of the Economic Community of West African States Moratorium on the Importation, Exportation and Manufacture of Small Arms and Light Weapons in West Africa, and to improve air traffic control in the West African subregion;

It provided technical advice on issues of practical disarmament, such as the effective implementation of the moratorium on the importation, exportation and manufacture of light weapons in West Africa,3 the setting up of a small arms and light weapons unit at the Executive Secretariat and the establishment of a mechanism and measures to prevent illicit arms brokering activities in the subregion.
