One month ago, Singapore, together with the Global Forum on Oceans, Coasts, and Islands and the University of Delaware's Gerard J. Mangone Center for Marine Policy, organized a Workshop on Governance of marine areas Beyond National Jurisdiction.

In fact, most parties to the Barcelona Convention are already parties to the Convention on the Law of the Sea. The new Protocol on protected areas contains a similar provision, with particularity as concerns the extent of marine areas and their delimitation, navigational rights on the high seas and in international straits, and the right of innocent passage.

18. It should call upon States to work through competent international organizations towards the development of a common methodology for the identification and selection of marine areas that may benefit from protection based on existing criteria, with a view to facilitating achievement of the 2012 target on establishing marine protected areas in the Johannesburg Plan of Implementation.

Partnerships were recognized, relating to ocean acidification, a global ocean carbon observatory network, conservation in the Caribbean, strategic cooperation with small island developing States on biodiversity and forestry, marine scientific cooperation, marine capacity-building and effective management of marine areas.

The letter was issued in response to the letter dated 14 August 2012 from the Permanent Mission of the Islamic Republic of Iran to the United Nations addressed to the Secretary-General (A/67/762, annex I) regarding the baselines of marine areas of the Kingdom of Saudi Arabia in the Red Sea, the Gulf of Aqaba and the Arabian Gulf.
