He introduced his report on the situation of Muslim and Arab peoples in various parts of the world in the aftermath of the events of 11 September 2001 (E/CN.4/2003/23) and his general report on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, in accordance with resolution 2002/68 of the Commission on Human Rights (E/CN.4/2003/24).
وقدم المقرر الخاص في تلك الدورة تقريره عن حالة السكان المسلمين والعرب في مختلف أنحاء العالم بعد أحداث 11 أيلول/سبتمبر 2001 (E/CN.4/2003/23) وتقريره العام عن الأشكال المعاصرة للعنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب، وفقا لقرار لجنة حقوق الإنسان 2002/68 (E/CN.4/2003/24).

36. In the framework of his mandate, the Special Rapporteur was specifically requested by the Commission on Human Rights to examine the situation of Muslim and Arab peoples in various parts of the world in the aftermath of the events of 11 September 2001.
36- وقد طلبت لجنة حقوق الإنسان بالتحديد من المقرر الخاص في إطار ولايته أن يبحث حالة الشعوب المسلمة والعربية في مختلف أنحاء العالم بعد أحداث 11 أيلول/سبتمبر 2001.

His report on the situation of Muslim and Arab peoples in various parts of the world (E/CN.4/2006/17) also contained important recommendations on which the international community must work, especially on the issue of multiculturalism.
ويتضمن أيضاً تقريره عن حالة الشعوب الإسلامية والعربية في مختلف أنحاء العالم (E/CN.4/2006/17) توصيات هامة ينبغي أن يعمل عليها المجتمع الدولي، وخاصة حول قضية تعدد الثقافات.

He drew attention to the report of the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance concerning the situation of Muslim and Arab peoples in various parts of the world (E/CN.4/2005/18/Add.4, para. 27).
ومن الجدير بالاهتمام، تقرير المصير الخاص المعني بالأشكال المعاصر للعنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب بشأن حالة الشعوب الإسلامية والعربية بشتى أنحاء العالم (E/CN.4/2005/18/Add.4، الفقرة 27).

In the framework of his mandate, the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance has been specifically requested to examine the situation of Muslim and Arab peoples in various parts of the world in the aftermath of the events of 11September 2001 and to submit a preliminary report on his findings to the Commission.
17- وطُلب بالتحديد إلى المقرر الخاص المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصُّب، في نطاق ولايته، أن يبحث حالة الشعوب الإسلامية والعربية في مختلف أرجاء العالم في أعقاب أحداث 11 أيلول/سبتمبر 2001، وأن يقدم للجنة(13) تقريرا أوليا عن استنتاجاته.

The enclosed document is intended as an observation from the United States of America on the report of the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, entitled " Situation of Muslim and Arab peoples in various parts of the world in the aftermath of the events of 11 September 2001 " (E/CN.4/2003/23).

This issue was addressed in two special reports submitted by the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance on the situation of Muslim and Arab peoples in various parts of the world in the aftermath of the events of 11 September 2001.
وتم تناول هذه المسألة في تقريرين خاصين قدمهما المقرر الخاص المعني بالأشكال المعاصرة من العنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب عن حالة الشعوب الإسلامية والعربية في مختلف أرجاء العالم في أعقاب أحداث 11 أيلول/سبتمبر 2001(27).

11. The Special Rapporteur of the Commission on Human Rights on contemporary forms of racism, racial discrimination, xenophobia and related intolerance has submitted a study on the situation of Muslim and Arab peoples in the aftermath of the events of 11 September 2001 (E/CN.4/2004/19).
11- قدم المقرر الخاص للجنة حقوق الإنسان المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب دراسة عن حالة الشعوب الإسلامية والعربية في أعقاب أحداث 11 أيلول/سبتمبر 2001 (E/CN.4/2004/19).

35. As a prelude to the report on the situation of Muslim and Arab peoples in various parts of the world in the aftermath of the events of 11 September 2001 which he is due to present at the sixtieth session of the Commission on Human Rights, the Special Rapporteur wishes to draw attention to certain manifestations of racial discrimination affecting such individuals, as reflected in his preliminary report on the subject (E/CN.4/2003/23).
35 - وتمهيدا للدراسة المحددة بشأن حالة السكان المسلمين والعرب عقب أحداث 11 أيلول/سبتمبر 2001، وهي الدراسة التي سيقدمها إلى الدورة الستين للجنة حقوق الإنسان، يود المقرر الخاص أن يبرز بعض مظاهر التمييز العنصري الذي يعاني منها هؤلاء السكان، على نحو ما انعكست في تقريره التمهيدي السابق (E/CN.4/2003/23).

12. Ms. Halabi (Syrian Arab Republic) particularly commended the Special Rapporteur on his report on the situation of Muslim and Arab peoples in various parts of the world (E/CN.4/2006/17) and the difficult challenges they had had to face since 11 September 2001.
12 - السيدة الحلبي (الجمهورية العربية السورية): امتدحت بصفة خاصة المقرر الخاص على تقريره عن حالة الشعوب المسلمة والعربية في مختلف أنحاء العالم (E/CN.4/2006/17)، والتحديات الصعبة التي كان عليها أن تواجهها منذ 11 أيلول/سبتمبر 2001.

The Special Rapporteur considered this position statement to be timely since, as shown by the reports submitted to the Commission on Human Rights, including his own preliminary report on the situation of Muslim and Arab peoples in various parts of the world in the aftermath of the events of 11 September 2001, the legitimacy of such counter-terrorism measures is often corrupted by discriminatory words and practices.
ورأى المقرر الخاص أن هذا الموقف مناسب في الوقت الحاضر إذ أن شرعية تدابير مكافحة الإرهابيين هذه كثيرا ما تشوبها البيانات والممارسات التمييزية، وذلك على نحو ما تبين من تقاريره إلى لجنة حقوق الإنسان، ولا سيما تقريره التمهيدي عن حالة السكان العرب والمسلمين في العالم عقب أحداث 11 أيلول/سبتمبر.
