250 - إن من المسؤولية الرئيسية لكل دولة، بحكم احترام سيادة الدولة المتلقية للمساعدة وسلامتها الإقليمية، أن ترعى ضحايا الكوارث الطبيعية وحالات الطوارئ الأخرى التي تحدث في إقليمها().

The Heads of State or Government stressed that the affected state has the responsibility first and foremost in responding and assisting the victims of natural disasters and other emergencies occurring in its territory Furthermore, the affected state has the primary role in the initiation, organization, coordination and implementation of humanitarian assistance within its territory.
600 - وشدد رؤساء الدول والحكومات على أن الدولة المتضررة هي المسؤولة أولا وأخيرا عن الاستجابة لضحايا الكوارث الطبيعية وحالات الطوارئ الأخرى التي تقع في أراضيها ومساعدتهم. وعلاوة على ذلك، فإن الدولة المتضررة تلعب الدور الرئيسي في اتخاذ المبادرة وتنسيق وتنظيم وتوصيل المساعدات الإنسانية داخل أراضيها.

73. In the context of natural disasters, this obligation has been recognized by the General Assembly, which unanimously resolved that " Each State has the responsibility first and foremost to take care of the victims of natural disasters and other emergencies occurring on its territory.

Before concluding I would like to pay special tribute to Mr. Peter Hansen, Under-Secretary-General for Humanitarian Affairs, and his staff, as well as to the United Nations agencies involved, for their continuous dedication to alleviating the sufferings of the victims of natural disasters and other emergencies.
وقبل أن أختتم كلمتي أود أن أشيد بصفة خاصة بالسيد بيتر هانسن، وكيل اﻷمين العام للشؤون اﻹنسانية، وموظفيه، باﻹضافة الى وكالات اﻷمم المتحدة المعنية، لتفانيهم المستمر في تخفيف معاناة ضحايا الكوارث الطبيعية وغيرها من حالات الطوارئ.

7. Notes that the usefulness of the Central Emergency Revolving Fund has been fully recognized by the operational agencies, in particular for enhancing their capacity to address promptly the urgent requirements of the initial phase of natural disasters and other emergencies that require a system-wide response in accordance with resolution 46/182;
٧ - تلاحظ أن الوكالات التنفيذية اعترفت اعترافا تاما بفائدة الصندوق الدائر المركزي لحالات الطوارئ، ولا سيما في مجال تعزيز قدرتها على التصدي الفوري للاحتياجات العاجلة في المراحل اﻷولية من الكوارث الطبيعية وغيرها من حالات الطوارئ التي تتطلب استجابة على نطاق المنظومة وفقا للقرار ٦٤/٢٨١؛
