In the event that annual Commission sessions might not be acceptable to the Council, consider the Commission’s Working Group, de facto, as a continuation of the Statistical Commission itself in the years that the Commission does not meet, and change its mandate accordingly. In addition, encourage broad participation of observers in the work of the Statistical Commission and its Working Group (should the Working Group continue);
