Article 21 of the same Convention, however, stipulates that where, as a result of circumstances beyond the control of the creditor and which he could neither avoid nor overcome, the creditor has been prevented from causing the limitation period to cease to run, the limitation period shall be extended so as not to expire before the expiration of one year from the date on which the relevant circumstance ceased to exist.
غير أنَّ المادة 21 من الاتفاقية ذاتها تنص على أنه إذا تعذّر على الدائن وقف سريان فترة التقادم، بسبب ظروف لا قدرة له على التحكم بها أو تفاديها أو التغلّب عليها، تمدّد فترة التقادم بحيث لا تنقضي قبل انقضاء سنة واحدة من تاريخ زوال تلك الظروف.

(c) On the expiry of one year from the date of the communication by the Depositary of the adoption of an additional annex, the annex shall enter into force for all Parties that have not submitted a notification of non-acceptance in accordance with the provisions of subparagraph (b).
(ج) عند انقضاء سنة واحدة من تاريخ تعميم الوديع للتبليغ باعتماد أي مرفق إضافي، يصبح المرفق نافذاً بالنسبة لجميع الأطراف التي لم تقدم إخطاراً بعدم القبول وفقاً لأحكام الفقرة الفرعية (ب).

(c) On the expiry of one year from the date of the communication by the Depositary of the adoption of an additional annex, the annex shall enter into force for all Parties that have not submitted a notification of nonacceptance in accordance with the provisions of subparagraph (b).
(ج) عند انقضاء سنة واحدة من تاريخ تعميم الوديع للتبليغ باعتماد أي مرفق إضافي، يصبح المرفق نافذاً بالنسبة لجميع الأطراف التي لم تقدم إخطاراً بعدم القبول وفقاً لأحكام الفقرة الفرعية (ب).
