Some delegations expressed the view that, while the transfer of ownership of space objects between States was not an issue created by the space assets protocol, the protocol might increase the frequency of such transfers.
126- وأعربت بعض الوفود عن رأي بأنه مع أن مسألة نقل ملكية الأجسام الفضائية بين الدول ليست مسألة ناجمة عن بروتوكول الموجودات الفضائية فان البروتوكول قد يزيد من تواتر مثل هذه الحالات من نقل الملكية.

The Subcommittee was also informed of the practice of some States in registering launch vehicles and payloads separately, as well as of the practice with regard to the transfer of ownership of space objects in orbit.
132- وأُبلغت اللجنة الفرعية أيضا عن ممارسات بعض الدول في تسجيل مركبات الإطلاق والحمولات كلاًّ على حدة، وكذلك عن الممارسة المتعلقة بنقل ملكية الأجسام الفضائية الموجودة في المدار.

The view was expressed that the issue of in-orbit transfers of ownership of space objects was of great importance and that it would be beneficial to have an expanded discussion on that topic at future sessions of the Subcommittee.
49- وأُعرب عن رأي مفاده أنَّ مسألة نقل ملكية الأجسام الفضائية أثناء وجودها في المدار هي مسألة بالغة الأهمية، وأنَّ من المفيد إجراء نِقاش موسَّع حول ذلك الموضوع في دورات اللجنة الفرعية المقبلة.

9. The Working Group recalled General Assembly resolution 59/115, entitled " Application of the concept of the `launching State'" , in which the Assembly recommended that the Committee on the Peaceful Uses of Outer Space invite Member States to submit information on a voluntary basis on their current practices regarding on-orbit transfer of ownership of space objects.
9- واستذكر الفريق العامل قرار الجمعية العامة 59/115 المعنون " تطبيق مفهوم `الدولة المطلِقة` " ، الذي أوصت فيه الجمعية لجنةَ استخدام الفضاء الخارجي في الأغراض السلمية بأن تدعو الدول الأعضاء إلى أن تقدم طواعية معلومات عن ممارساتها الراهنة فيما يتعلق بنقل ملكية الأجسام الفضائية أثناء وجودها في المدار.

On 19 March, the International Institute of Space Law (IISL) and the European Centre for Space Law (ECSL) held a symposium on the theme " Transfer of ownership of space objects: issues of responsibility, liability and registration " , which was chaired by Tanja Masson-Zwaan of IISL and Sergio Marchisio of ECSL.
14- في 19 آذار/مارس، عقد المعهد الدولي لقانون الفضاء والمركز الأوروبي لقانون الفضاء ندوة حول موضوع " نقل ملكية الأجسام الفضائية: المسائل المتعلقة بالمسؤولية والتسجيل " ، تَرأَّستها السيدة تانيا ماسون-زوان، من المعهد الدولي لقانون الفضاء، والسيد سيرجيو ماركيزيو، من المركز الأوروبي لقانون الفضاء.

The Working Group also agreed that a number of issues needed further consideration, such as the regulation by States of transfers of ownership of space objects and of transfers of authorized space activities to third parties, the participation of private individuals in space flights and the treatment in service-provider contracts of issues of liability and responsibility for collisions of satellites in outer space.
كما اتفق الفريق العامل على أن عددا من المسائل بحاجة إلى مزيد من النظر مثل تنظيم الدول لنقل ملكية الأجسام الفضائية ونقل الأنشطة الفضائية المأذون بها إلى أطراف ثالثة، ومشاركة فرادى الأشخاص في الرحلات الفضائية، ومعاملة مسألتي المسؤولية بالتعويض والمسؤولية عن تصادم السواتل في الفضاء الخارجي في عقود مقدمي الخدمات.

(b) To transfer to the Working Group on the Practice of States and International Organizations in Registering Space Objects the issue of Member States providing information on a voluntary basis on their current practices regarding onorbit transfer of ownership of space objects;
(ب) أن يحيل إلى الفريق العامل المعني بممارسات الدول والمنظمات الدولية في تسجيل الأجسام الفضائية مسألة تقديم الدول الأعضاء طواعية معلومات عن ممارساتها الحالية فيما يتعلق بنقل ملكية الأجسام الفضائية أثناء وجودها في المدار؛

31. The draft resolution adopted by COPUOS on the application of the concept of the " launching State " would help countries to observe and apply applicable space treaties in their space activities and would be conducive to the study of practices in on-orbit transfer of ownership of space objects.
31 - واستطرد قائلا إن مشروع القرار الذي اعتمدته لجنة استخدام الفضاء الخارجي في الأغراض السلمية بشأن تطبيق مفهوم " الدولة الـمُطلِقة " سيساعد البلدان على مراعاة وتطبيق معاهدات الفضاء الواجبة التطبيق في أنشطتها الفضائية، وسييسر دراسة الممارسات المتبعة في نقل ملكية الأجسام الفضائية أثناء وجودها في المدار.
