4 - وفي اجتماعه الثالث، كانت أمام مؤتمر الأطراف مذكرة من الأمانة بشأن الإجراءات والآليات المؤسسية التي تحدد عدم الامتثال لأحكام الاتفاقية ومعاملة الأطراف التي يتبين أنها غير ممتثلة (UNEP/FAO/RC/COP.3/12).

44. In its article 17, the Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (Rotterdam Convention) states that " the Conference of the Parties shall, as soon as practicable, develop and approve procedures and institutional mechanisms for determining non-compliance with the provisions of this Convention and for treatment of Parties found to be in non-compliance " .
44- تنص اتفاقية الموافقة المسبقة عن علم على مواد كيميائية ومبيدات آفات معينة خطرة متداولة في التجارة الدولية (اتفاقية روتردام) في المادة 17 منها على ما يلي: " يقوم مؤتمر الأطراف، في أقرب وقت ممكن عملياً، بوضع وإقرار إجراءات وآليات مؤسسية لتحديد حالات عدم الامتثال لأحكام هذه الاتفاقية ولمعاملة الأطراف التي يتبين عدم امتثالها " .
