4.2 The State party argues that therefore, as of 2005, when the Patras Municipal Court gave the authors a legal right to occupy public property owned by the State Real Estate Agency, the authors were in legal possession of the land in Riganokampos and that they should have raised a civil action against the municipality of Patras for intrusion into their legal possession (art. 997 of the Civil Code).
