1. The right of peoples and nations to self-determination is an issue that goes far back in time and space, and is probably the most controversial idea to arise in the entire history of the struggle between the conquerors and the conquered.
١- إن مفهوم حق الشعوب واﻷمم في تقرير مصيرها بحرية مسألة تضرب جذورها عميقة في الزمان والمكان، وهي، بلا شك، أكثر القضايا مثاراً للجدل في تاريخ الصراع بين المهزومين والمنتصرين.

The General Assembly, in its resolution 1803 (XVII) of 14 December 1962 entitled " Permanent sovereignty over natural resources, stipulated that " economic and financial agreements between the developed and the developing countries must be based on the principle of equality and of the right of peoples and nations to self-determination " .
وأشارت الجمعية العامة، في قرارها ٣٠٨١)د-٧١( المؤرخ في ٤١ كانون اﻷول/ديسمبر ٢٦٩١ والمعنون " السيادة الدائمة على الموارد الطبيعية " ، الى أنه " يجب أن تكون الاتفاقات الاقتصادية والمالية بين البلدان المتقدمة والبلدان النامية مبنية على أساس مبدأ المساواة وحق الشعوب واﻷمم في تقرير المصير " .

167. The United Nations General Assembly for its part has regularly reiterated the principle set out in resolution 1803 (XVII) of 14 December 1962 whereby " The right of peoples and nations to permanent sovereignty over their natural wealth and resources must be exercised in the interest of their national development and of the well-being of the people of the State concerned. "
٧٦١- وقد أعادت الجمعية العامة لﻷمم المتحدة التأكيد بانتظام على المبدأ الذي أرساه قرارها ٣٠٨١ )الدورة ٧١( المؤرخ في ٤١ كانون اﻷول/ديسمبر ٢٦٩١، والقائل بأنه " يتوجب أن تتم ممارسة حق الشعوب واﻷمم في السيادة الدائمة على ثرواتها ومواردها الطبيعية لمصلحة انمائها القومي ورفاه شعب الدولة المعنية " .
