In paragraph 3 of its brief report, the Advisory Committee listed some of the types of perennial activities that had been included in programme budgets, based on information provided by the Secretariat.

Reaffirms that, in accordance with the provisions of paragraph 79 of its resolution 52/220, no funds directly related to these non-mandated activities could be committed to them pending the consideration of the report on the relationship between the treatment of perennial activities and the use of the contingency fund, as requested in paragraph 78 of its resolution 52/220;

There seemed to have been a misunderstanding in the Secretariat with regard to the inclusion of " perennial " activities in the initial budget estimate of the Secretary-General, as called for in resolution 41/213.
ويبدو أن ثمة سوء تفاهم في اﻷمانة العامة فيما يتعلق بتضمين اﻷنشطة " الدائمة " في تقديرات الميزانية اﻷولية لﻷمين العام، المطلوبة في القرار ٤١/٢١٣.

1. The Advisory Committee on Administrative and Budgetary Questions has considered the report of the Secretary-General on the relationship between the treatment of perennial activities in the programme budget and the use of the contingency fund (A/C.5/52/42).
١ - نظرت اللجنة الاستشارية لشؤون اﻹدارة والميزانية في تقرير اﻷمين العام عن العلاقة بين معالجة اﻷنشطة الدائمة في الميزانية البرنامجية واستخدام صندوق الطوارئ )A/C.5/52/42(.

6. These activities mandated by the Economic and Social Council and financed as explained above fell within the concept of “perennial” activities and provisions were therefore proposed for them in the 1988-1989 programme budget in line with resolution 41/213 and were approved by the General Assembly.
٦ - وقد كانت هذه اﻷنشطة التي يأذن بها المجلس الاقتصادي والاجتماعي ويتم تمويلها على النحو المبيﱠن أعلاه تقع ضمن مفهوم " اﻷنشطة الدائمة " ، ولذلك اقترحت لها اعتمادات في الميزانية البرنامجية للفترة ١٩٨٨-١٩٨٩ بما يتمشى مع القرار ٤١/٢١٣ ووافقت عليها الجمعية العامة.

29. She also asked the Secretariat to confirm that, pending the Assembly’s consideration of the report of the Secretary-General on the relationship between the treatment of perennial activities in the programme budget and the use of the contingency fund, no funds directly related to those non-mandated activities would be committed.
٢٩ - وطلبت أيضا من اﻷمانة العامة أن تؤكد لحين نظر الجمعية العامة في تقرير اﻷمين العام بشأن العلاقة بين معاملة اﻷنشطة الدائمة في الميزانية البرنامجية واستعمال صندوق الطوارئ أنه لن تستعمل أية اعتمادات مرصودة ﻷنشطة غير مدرجة.
