When delegates met in the Petersberg near Bonn in 2001 their task was by no means easy: What was entitled the " Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions " was nothing less than the drawing up of a blueprint for a new order in Afghanistan.

A. Constitutional Loya Jirga and the constitutional process 17. 1. Endorses the Agreement on provisional arrangements in Afghanistan pending the re-establishment of Permanent Government Institutions as reported in the Secretary-General's letter of 5 December 2001;

The Bonn Agreement which was sponsored by the United Nations and signed by the Afghan groups, in the presence of the Secretary-General's Special Representative for Afghanistan, Dr. Lakhdar Brahimi, facilitated the formation of Provisional Arrangements pending the re-establishment of Permanent Government Institutions in Afghanistan.

2. The Afghan Government, with the support of the international community, has made significant progress in implementing the Agreement on Provisional Arrangements in Afghanistan pending the Re-establishment of Permanent Government Institutions (Bonn Agreement; see S/2001/1154) and recovering from the devastation caused by over two decades of war.

3. The Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (the Bonn Agreement), concluded on 5 December 2001, was signed by 25 parties on behalf of the Afghan participants and witnessed for the United Nations by the Special Representative of the Secretary-General.

After the fall of the Taliban in November 2001, the Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (the Bonn Agreement) (see S/2001/1154) was signed on 5 December and the Interim Administration was sworn in on 22 December.

The Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (the Bonn Agreement, see S/2001/1154, annex) calls for a national population census, which will serve as an important basis for a multitude of development and governance activities.

The members of the Security Council recalled the signing in Bonn on 5 December 2001 of the Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (the Bonn Agreement), and welcomed the progress made so far in its implementation.

The Transitional Administration was established at the closing of the Emergency Loya Jirga in June 2002 (see A/56/1000-S/2002/737, paras. 28-42) in accordance with the Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (Bonn Agreement) (see S/2001/1154).
