One of the four humanitarian concerns addressed in the draft agenda for humanitarian action to be adopted by the conference was the issue of persons missing in connection with armed conflict or internal strife.
وأضاف أن مسألة الأشخاص المفقودين في سياق الصراع المسلح أو الحرب الأهلية هي إحدى الشواغل الإنسانية الأربعة المدرجة على مشروع جدول الأعمال المتعلق بالعمل الإنساني الذي سيعتمده المؤتمر.

The second document, entitled " Agenda for humanitarian action " , addresses, among other concerns, the issue of persons missing in connection with armed conflicts and other situations of violence and the need to reduce the human suffering resulting from the availability, use and misuse of weapons.

14. The International Committee of the Red Cross (ICRC) stated that it has launched major initiatives to resolve the problem of persons missing as a result of armed conflict or internal violence and to assist their families.
14- صرحت اللجنة الدولية للصليب الأحمر بأنها اتخذت مبادرات رئيسية لحل مشكلة الأشخاص المفقودين الناتجة عن النزاع المسلح أو العنف الداخلي ولمساعدة أسرهم.

A large number of persons missing after cessation of the armed conflicts are righteously considered to be one of the most tragic consequences.
ولعل العدد الكبير من المفقودين عقب توقّف النزاعات المسلحة هو أكثر العواقب مأساوية.

During his meetings in Baghdad with the Ministry of Foreign Affairs, the Special Rapporteur also raised the issue of persons missing since 1980 (see previous reports of the Special Rapporteur), and renewed his appeal to the Government to invest efforts to find a solution to this issue.
وقد أثار المقرر الخاص أيضاً، خلال الاجتماعات التي عقدها في بغداد مع وزارة الخارجية، مسألة الأشخاص المفقودين منذ عام 1980 (انظر التقارير السابقة للمقرر الخاص)، وجدد نداءه الموجه إلى الحكومة بأن تبذل جهوداً لإيجاد حل لهذه المسألة.

The majority of those cases were clarified by the Working Group in 1996 on the basis of a law concerning the recognition as dead of persons missing in connection with their political activities in the period 1961-1979 (law No. 9.140/95). The law provides that the relatives of the victims of these persons are entitled to obtain death certificates and to receive compensation from the State.
وقد استجلى الفريق العامل أغلبية هذه الحالات في عام 1996 استناداً إلى قانون يتعلق بالإقرار بوفاة الأشخاص المفقودين بسبب أنشطتهم السياسية في الفترة 1961-1979 (القانون رقم 95/9140) وينص القانون على حق أقارب الضحايا من الأشخاص سابقي الذكر في الحصول على شهادات وفاة وعلى تعويض من الدولة.

The visit of the Special Rapporteur to the Republic of Korea in 2005 also revealed large numbers of persons missing from the country who may have been abducted by agents of the Democratic People's Republic of Korea, the details of which can be found in his 2006 report (E/CN.4/2006/35), which was presented orally to the Human Rights Council in 2006.
