134- يمنع قانون العقوبات في ليبيا استخدام التقدم العلمي والتقني لأغراض تتنافى مع التمتع بكل حقوق الإنسان بما فيها حقوق كل فرد في الصحة والحياة والحرية واحترام الخصوصية.

In the guidelines for the report the Committee clearly states its interest in learning about measures that block the use of scientific and technical progress for purposes running counter to the full enjoyment of all human rights, including the right to life, health, individual freedom, privacy and similar rights.

The Ministry does not take any steps directly to prevent the application of scientific and technical progress for purposes that run counter to the enjoyment of human rights, but in medical disciplines there is a committee that judges the ethical aspects and permissibility of carrying out research in medicine.
898- ولا تقوم الوزارة بأي خطوات مباشرة للحيلولة دون تطبيق نتائج التقدم العلمي والتقني لأغراض مناوئة لممارسة حقوق الإنسان، ولكن في التخصصات الطبية، هناك لجنة تقيِّم الجوانب الأخلاقية ومقبولية البحوث المجراة في المجال الطبي.

(b) The measures taken to prevent the use of scientific and technical progress for purposes which are contrary to the enjoyment of human dignity and human rights.
