This form of secondment (also known as " loan " in the terminology of the United Nations common system) is based on an agreement between the State concerned and the international organization or between two organizations.

Other delegations stressed the necessity to correct the imbalance between the permanent and fixed-term appointments and promote more broadly the practice of secondment of qualified personnel by States to the Secretariat.
