As envisaged, with respect to the crimes specified in paragraph 2 (a) of article 26, special consent to jurisdiction is required from the same States which are referred to in article 24, the only difference in this case being that the basis for the jurisdiction derives not from a norm of an international treaty, but rather from a norm of international law which has been accepted and recognized by the international community of States as a whole.
