If all efforts to reach a decision by consensus have been exhausted, decisions by voting in the Assembly on questions of procedure shall be taken by a majority of members present and voting, and decisions on questions of substance shall be taken by a two-thirds majority of members present and voting, as provided for in article 159, paragraph 8, of the Convention.
٢ - اذا استنفدت كل الجهود دون التوصل الى قرار بتوافق اﻵراء، تتخذ المقررات التي يجري التصويت عليها في الجمعية بشأن المسائل الاجرائية بأغلبية أصوات اﻷعضاء الحاضرين والمصوتين، وتتخذ المقررات في المسائل الموضوعية بأغلبية ثلثي أصوات اﻷعضاء الحاضرين والمصوتين، وفقا لما تنص عليه الفقرة ٨ من المادة ١٥٩ من الاتفاقية.
