8.5 With regard to the application of the Act of 22 December 1998 and in particular article 295 bis1, the Committee takes note of the author's claim that the remedies before certain other Belgian courts and tribunals mentioned by the State party did not constitute effective remedies in the present case.

7-2 وتحيط اللجنة علماً بادعاءات صاحب البلاغ ومؤداها أنه تعرض للضرب بمناسبة احتجازه قبل أن يُلقى به مع محتجزين آخرين في زنزانة لينهال عليه أفراد من الشرطة والجيش بالضرب مرات متكررة ويداه مكبّلتان وراء ظهره.

6.2 With regard to the alleged violation of article 9, the Committee takes note of the author's claim that his father was not informed of the reasons for his arrest at the time of arrest, and that he had been unable to have access to a lawyer for the entire period of detention.
