وقد شهد العام مفاوضات مكثفة ومناقشات بناءة أفضت الى الموافقة على ميزانية وبرنامج يجسدان اﻷولويات الواردة في خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل التي أعيد تحديدها في نهج برنامجي جديد .

1. Requests the Director-General, within the framework of the Business Plan on the Future Role and Functions of UNIDO:1
١ - يطلب الى المدير العام أن يقوم ، في اطار خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل ،)١( بما يلي :

“1. Welcomes the report of the Director-General contained in documents GC.8/10 and Corr.1 and 2 on the implementation of the Business Plan on the Future Role and Functions of UNIDO, and particularly the work accomplished in the preparation of the service modules and the development of integrated programmes;
" ١- يرحّب بتقرير المدير العام الوارد في الوثائق GC.8/10 و Corr.1 و Corr.2 عن تنفيذ خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل، وخصوصا العمل المنجز في اعداد نمائط الخدمات وصوغ البرامج المتكاملة؛

Welcoming the report of the Director-General contained in documents GC.8/10, Corr.1 and Corr.2 on the implementation of the Business Plan on the Future Role and Functions of UNIDO, and particularly the work accomplished in the preparation of the service modules and development of integrated programmes,
وإذ يرحّب بتقرير المدير العام الوارد في الوثائق GC.8/10 و Corr.1 و Corr.2 عن تنفيذ خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل، وخصوصا العمل المنجز في اعداد أنموطات الخدمات وصوغ البرامج المتكاملة،

Implementation of the Business Plan on the Future Role and Functions of UNIDO (see document GC.7/5, annex I, IDB.17/Dec.2) had demanded a great deal of work and dedication from the whole Secretariat.
وقال ان تنفيذ خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل )انظـر المرفـق اﻷول مـن الوثيقـة GC.7/5، المقـرر م ت ص-٧١/م-٢( قد استلزم قدرا كبيرا من العمل والتفاني من جانب اﻷمانة بأسرها.

In less than two years since the adoption of the Business Plan on the Future Role and Functions of UNIDO, major reforms had taken place, proving that the Organization could not only survive, but could also evolve and play a significant role in attaining the goals set by Member States.
واستطرد قائلا انه في أقل من عامين عقب اعتماد خطة اﻷعمال بشأن دور ومهام اليونيدو في المستقبل أجريت اصلاحات كبرى أثبتت أنه ليس بإمكان المنظمة الاستمرار فحسب بل أيضا التطور وأداء دور مهم في بلوغ اﻷهداف التي حددتها الدول اﻷعضاء .

As its host country, Austria felt strongly committed to UNIDO and accordingly thanked all other Member States for their constructive participation in the reform process and the successful adoption of the Business Plan on the Future Role and Functions of UNIDO and the budget for the next biennium.
وقال إن النمسا ، بصفتها البلد المضيف ، تشعر بالتزام قوي لليونيدو وبالتالي تتقدم بالشكر لجميع الدول اﻷعضاء اﻷخرى على مشاركتها البنﱠاءة في عملية اﻹصلاح ونجاح اعتماد خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل وميزانية فترة السنتين القادمة .

The formulation of the Business Plan on the Future Role and Functions of UNIDO with the aim of adapting the activities of the Organization to the new realities and ensuring the effective provision of technical cooperation services for the benefit of the developing countries reflected the commitment of Member States to UNIDO’s survival.
وقال ان صوغ خطة اﻷعمال بشأن دور ووظائف اليونيدو في المستقبل بهدف تكييف أنشطة المنظمة وفقا للوقائع الجديدة ، وضمان التوفير الفعال لخدمات التعاون التقني لفائدة البلدان النامية ، انما يجسد التزام الدول اﻷعضاء ببقاء اليونيدو .

(a) To define more clearly the human resources development concept of UNIDO within the context of the Business Plan on the Future Role and Functions of UNIDO to ensure that such activities become an integral part of a coherent programming approach to all UNIDO services;
)أ( أن يحدد بمزيد من الوضوح مفهوم اليونيدو لتنمية الموارد البشرية ضمن اطار خطة اﻷعمال بشأن دور اليونيدو ومهامها الوظيفية في المستقبل ، ضمانا ﻷن تصبح تلك اﻷنشطة جزءا أصيلا من نهج برمجي متماسك ازاء جميع خدمات اليونيدو ؛

“(b) Takes note of the report of the Director-General in GC.8/10 and Corr.1 on the implementation of the Business Plan on the Future Role and Functions of UNIDO, and particularly the work accomplished in the preparation of the service modules and the development of the integrated programmes;
" )ب( يحيط علما بتقرير المدير العام، الوارد في الوثيقة GC.8/10 و Corr.1، عن تنفيذ خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل، وخصوصا اﻷعمال المنجزة في اعداد نمائط الخدمات وصوغ البرامج المتكاملة؛

1. With the adoption of the Business Plan on the Future Role and Functions of UNIDO by the Industrial Development Board in June 1997 and the endorsement of the programme and budgets, 1998-1999 by the General Conference in December 1997, the implementation phase of the decentralization of activities from Headquarters to the field and consequential restructuring of UNIDO’s field representation programme has been de facto launched.
١ - لقد مثﱠل اعتماد مجلس التنمية الصناعية " خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل " في حزيران/يونيه ٧٩٩١ وإقرار المؤتمر العام البرنامج والميزانيتين ، ٨٩٩١-٩٩٩١ في كانون اﻷول/ديسمبر ٧٩٩١ ، البداية الفعلية للمرحلة التنفيذية لعملية تحقيق اللامركزية في اﻷنشطة بتحويلها من المقر الى الميدان مع ما ترتب على ذلك من اعادة هيكلة برنامج تمثيل اليونيدو الميداني .

Introduction The programme and budgets, 1998-1999, approved by the General Conference in decision GC.7/Dec.16, were prepared on the basis of the Business Plan on the Future Role and Functions of UNIDO approved by the Industrial Development Board in June 1997 (IDB.17/Dec.2).
١ - أعــدت وثيقـة البرنامـج والميزانيتيـــن ، ٨٩٩١-٩٩٩١ ، التي وافق عليها المؤتمر العام في مقرره م ع -٧/ م -٦١ ، استنادا الى خطة اﻷعمال بشأن دور اليونيدو ووظائفها في المستقبل ، التي أقرها مجلس التنمية الصناعية في حزيران/ يونيه ٧٩٩١ )م ت ص -٧١/م -٢( .

2. In view of the ongoing transformation of UNIDO and the adoption of the Business Plan on the Future Role and Functions of UNIDO (IDB.17/Dec.2), the General Conference, at its seventh session, decided that the MTPF, 1998-2001 was no longer applicable.
٢ - ونظرا للتحول الجاري في اليونيدو واعتماد خطة اﻷعمال بشأن دور اليونيـدو ووظائفهـا في المستقبـل )م ت ص -٧١/م -٢( ، رأى المؤتمر العام في دورته السابعة أن الاطار البرنامجي المتوسط اﻷجل ، ٨٩٩١-١٠٠٢ لم يعد قابلا للتطبيق .
