كما تنص المادة ١٣ على أن يجـرى انتخـاب نواب الرئيـس بعد انتخاب رؤساء اللجان الرئيسية )انظر البند ٥( ويراعى في انتخابهم كفالة الطابع التمثيلي للمكتب )انظر البند ٨(.
