In its resolution 2003/61 of 25 July 2003, the Economic and Social Council, on the recommendation of the Commission at its eleventh session,2 encouraged countries to present, on a voluntary basis, national reports, in particular to the Commission's review sessions, focusing on concrete progress in implementation, including achievements, constraints, challenges and opportunities.
