B. The scope of the Committee's competence

This obligation can be derived both from article 2, paragraph 3, of the Covenant, and from the recognition, upon adherence to the Optional Protocol, of the Committee's competence to determine violations of the Covenant, which must also imply, subsidiarily, respect for the Committee's properly promulgated rules of procedure.
