6. In addition, it recommends that Guatemala should make the declaration referred to in article 22 of that Convention, recognizing the competence of the Committee against Torture to receive and consider communications from or on behalf of individuals who claim to be victims of acts which violate the provisions of the Convention.

4.13 In conclusion, the State party emphasizes that the Russian Federation ratified the Convention on 3 March 1987 and recognized the competence of the Committee against Torture to receive and process individual communications under article 22 of the Convention.

13-2 وتلاحظ اللجنة أن إصدار أية دولة طرف للإعلان المنصوص عليه في المادة 22 من الاتفاقية يعني اعترافها باختصاص لجنة مناهضة التعذيب في تلقي وبحث شكاوى الأفراد الذين يزعمون وقوعهم ضحايا لانتهاك أحكام الاتفاقية.
