7. As at 13 December 2002, eight States, namely Afghanistan, China, Equatorial Guinea, Israel, Kuwait, Morocco, Saudi Arabia, and Ukraine, had declared, in accordance with article 28, that they do not recognize the competence of the Committee provided for in article 20 of the Convention.

As at 6 December 2005, nine States, namely Afghanistan, China, Equatorial Guinea, Israel, Kuwait, Mauritania, Morocco, Saudi Arabia and the Syrian Arab Republic had declared, in accordance with article 28, that they do not recognize the competence of the Committee provided for in article 20 of the Convention.

Applicability Rules 22 to 35 shall not be applied to a State party which, in accordance with article 10, paragraph 1, of the Optional Protocol, declared at the time of ratification or accession to the Optional Protocol that it does not recognize the competence of the Committee provided for in article 8, unless that State party has subsequently withdrawn its declaration in accordance with article 10, paragraph 2, of the Optional Protocol.

185. No information shall be received by the Committee if it concerns a State party which, in accordance with article 28, paragraph 1, of the Convention, declared at the time of ratification of or accession to the Convention that it did not recognize the competence of the Committee provided for in article 20, unless that State party has subsequently withdrawn its reservation in accordance with article 28, paragraph 2, of the Convention.
١٨٥ - ولا تتسلم اللجنة أية معلومات إذا كانت هذه المعلومات تخص دولة طرفا تكون، وفقا للفقرة ١ من المادة ٢٨ من الاتفاقية، قد أعلنت عند التصديق على هذه الاتفاقية أو الانضمام اليها، أنها لا تعترف باختصاص اللجنة المنصوص عليه في المادة ٢٠ ما لم تكن الدولة الطرف قد سحبت في وقت لاحق تحفظها وفقا للفقرة ٢ من المادة ٢٨ من الاتفاقية.

263. 461.
