4.3 As regards the domestic procedures, the State party submits that although it considers that domestic remedies are still available to the author it does not wish to contest the admissibility of the communication on the ground of non-exhaustion of domestic remedies.
٤-٣ فيما يتعلــق باﻹجــراءات المحلية، تشير الدولة الطرف إلى أنه رغم أن سبل الانتصاف المحلية لا تزال متوفرة أمام مقدم البلاغ فإنها لا ترغب في الاعتراض على مقبولية البلاغ على أساس عدم استنفاد سبل الانتصاف المحلية.

6.3 On the remaining parts of the complainant's claims, the Committee recalls that the State party had challenged the admissibility of the communication on the ground that the events complained of took place before its acceptance on 4 February 2002, of the Committee's competence to deal with individual communications under article 22 of the Convention.
6-3 أما بالنسبة للأجزاء المتبقية من ادعاءات صاحب الشكوى، فإن اللجنة تُذَكِّر بأن الدولة الطرف طعنت في مقبولية البلاغ على أساس أن الأحداث موضوع الشكوى وقعت قبل قبولها في 4 شباط/فبراير 2002 باختصاص اللجنة فيما يتعلق بمعالجة البلاغات الفردية بموجب المادة 22 من الاتفاقية.

4.4 The State party contests the admissibility of the communication on the ground that article 2 can be invoked only in conjunction with other articles of the Covenant.

7.3 With respect to the requirement of exhaustion of domestic remedies, the Committee notes that the State party has challenged the admissibility of the communication on the ground that the authors did not challenge the new rules of criminal procedure before the State party's courts.
