In accordance with paragraph 3 of Article 20 of the Convention and decision 21/4 of the UNEP Governing Council, the Executive Director of UNEP performs the secretariat functions for the Convention.

(a) To assist non-Annex I Parties in meeting their reporting requirements under Article 4, paragraph 1(a), and Article 12 of the Convention and decision 1/CP.16;

Requests the Global Environment Facility, in accordance with Article 12, paragraph 4, of the Convention, and decision 11/CP.1, to assist, if so requested, Parties not included in Annex I to the Convention in formulating and developing project proposals identified in their national communications, when Parties are formulating their national programmes to address climate change issues;

The third session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, convened pursuant to Article 7.4 of the Convention and decision 1/CP.2, was opened at the Kyoto International Conference Hall, Kyoto, Japan, on 1 December 1997, by the President of the Conference at its second session, Mr. Chen Chimutengwende, Minister of Information, Posts and Telecommunications of Zimbabwe.
١- إن الدورة الثالثة لمؤتمر اﻷطراف في اتفاقية اﻷمم المتحدة اﻹطارية بشأن تغير المناخ، التي عُقدت عملاً بالمادة ٧-٤ من الاتفاقية والمقرر ١/م أ-٢، قد افتتحها في قاعة كيوتو للمؤتمرات الدولية، في كيوتو، باليابان، في ١ كانون اﻷول/ديسمبر ٧٩٩١، رئيس المؤتمر في دورته الثانية السيد تشين تشيوميتنغويندي، وزير اﻹعلام والبريد والاتصالات السلكية واللاسلكية بزمبابوي.

The fourth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, convened pursuant to Article 7.4 of the Convention and decision 5/CP.3, was opened at the Centro de Exposiciones del Gobierno de la Ciudad de Buenos Aires, Buenos Aires, Argentina, on 2 November 1998, by the President of the Conference at its third session, Mr. Hiroshi Ohki, Representative of the Government of Japan.
١- إن الدورة الرابعة لمؤتمر اﻷطراف في اتفاقية اﻷمم المتحدة اﻹطارية بشأن تغير المناخ، التي عُقدت عملاً بالمادة ٧-٤ من الاتفاقية والمقرر ٥/م أ-٣، قد افتتحت في مركز معارض محافظة مدينة بوينس آيرس، في بوينس آيرس، باﻷرجنتين، في ٢ تشرين الثاني/نوفمبر ٨٩٩١، وقام بافتتاحها رئيس المؤتمر في دورته الثالثة السيد هيروشي أوهكي، ممثل حكومة اليابان.
