The failure of one major nuclear-weapon State to ratify the Treaty, and by not supporting the preparatory commission of the CTBTO through rejection of one of the main elements of the Treaty's verification regime, is undermining this important instrument against nuclear testing.
ومن شأن عدم تصديق دولة كبرى حائزة للأسلحة النووية على المعاهدة، وعدم دعم اللجنة التحضيرية لمنظمة معاهدة الحظر الشامل للتجارب النووية برفض عنصر من العناصر الرئيسية في نظام المعاهدة للتحقق، أن ينال من هذا الصك الهام المناهض لإجراء تجارب نووية.

Sri Lanka has worked closely with the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO) in order to set up an Auxillary Seismic Station in Colombo to monitor seismological events, thus contributing to enhancing the seismological sensing capacity of the CTBTO.
وقد عملت سري لانكا عن كثب مع منظمة معاهدة الحظر الشامل للتجارب النووية من أجل إقامة محطة لرصد الاهتزازات الأرضية الثانوية في مدينة كولومبو وذلك لرصد الظواهر الاهتزازية مسهمة بذلك في تعزيز قدرة منظمة معاهدة الحظر الشامل للتجارب النووية على استشعار الاهتزازات الأرضية.

There is a common view among States signatories that full membership of the CTBTO in the Administrative Committee on Coordination will not only facilitate coordination and cooperation between the Preparatory Commission for the CTBTO and the wider United Nations family, but will also allow the Preparatory Commission for the CTBTO to fully contribute to the common effort of the international community to implement the Millennium Declaration.
والرأي الشائع للدول الموقعة على المعاهدة هو أن حصول منظمة المعاهدة على العضوية الكاملة في لجنة التنسيق الإدارية لن ييسر التنسيق والتعاون بين اللجنة التحضيرية لمنظمة معاهدة الحظر الشامل للتجارب النووية وبين أسرة الأمم المتحدة الأوسع نطاقا فحسب، بل إنه سيتيح أيضا للجنة التحضيرية لمنظمة المعاهدة أن تسهم بالكامل في الجهود المشتركة التي يبذلها المجتمع الدولي من أجل تنفيذ إعلان الألفية.
