وجاء إعلان عقد القانون الدولي بحق تدبيرا موقوتا، يدل على تنامي اقتناع اﻷمم بأن مصالح كل الناس في عالم شديد الترابط لا يخدمها على أفضل وجه إلا نظام ألصق بالمبادئ وأكثر نسقا وقائم على أساس القانون.

This would have several positive effects, one being that it would facilitate the active participation of the International Bureau of the Permanent Court of Arbitration in meetings of the United Nations that are engaged in the discussion of systems for the peaceful settlement of international disputes, as well as in the development and implementation of the programme of the Decade of International Law.
وهذا من شأنه أن يترك بضعة آثار إيجابية أحدها تيسير مشاركة نشطة من جانب المكتب الدولي لمحكمة التحكيم الدائمة في اجتماعات اﻷمم المتحدة التي تتم فيها مناقشة نظم التسوية السلمية للمنازعات الدولية باﻹضافة الى المشاركة في تطوير برنامج عقد القانون الدولي وفي تنفيذه.

٩٤ - السيد سيدي عابد )الجزائر(: تكلم بالنيابة عن اتحاد المغرب العربي، الذي يتألف من تونس والجزائر والجماهيرية العربية الليبية والمغرب وموريتانيا، فأعرب عن تأييد الاتحاد ﻷهداف عقد القانون الدولي.

A ministerial meeting of the Non-Aligned Movement was convened to that end, in The Hague in June 1989, which culminated in a declaration by more than 80 Member States, representing at that time a significant majority of the membership of the United Nations, which included the adoption of an initiative to present the proposal of the Decade of International Law to the General Assembly.
وعُقد اجتماع وزاري لحركة عدم الانحياز لذلك الغرض في لاهاي في حزيران/يونيه 1989 تُوج بإصدار أكثر من 80 دولة عضوا، كانت في ذلك الوقت تمثل أغلبية كبيرة من أعضاء الأمم المتحدة، لإعلان اشتمل على اعتماد مبادرة لتقديم مقترح عقد القانون الدولي إلى الجمعية العامة للأمم المتحدة.

8. Mr. ALHADAD (Indonesia) reiterated his delegation's support for the goals of the Decade of International Law and recalled that the decade had been proclaimed on the initiative of the Movement of Non-Aligned Countries in response to the need to strengthen the rule of law against the backdrop of notable changes in the global political landscape.
٨ - السيد الحداد )اندونيسيا(: أكد من جديد تأييد اندونيسيا ﻷهداف عقد القانون الدولي وأشار الى أن هذا العقد أعلن عنه بمبادرة من حركة بلدان عدم الانحياز استجابة للحاجة إلى تعزيز سيادة القانون بما يتفق مع التغيرات الهامة التي جدت في المشهد السياسي الدولي.

It is my great pleasure in this regard to recall in this final year of the Decade of International Law that the Government of Japan has contributed more than $200,000 during the Decade to the Trust Fund to assist States in the judicial settlement of disputes through the world Court.

وإذ تشير إلى أنه طبقا لقرارها ٤٤/٢٣، فإن من اﻷهداف الرئيسية لعقد القانون الدولي تعزيز وسائل وأساليب تسوية المنازعات بين الدول ومن بينها اللجوء إلى محكمة العدل الدولية وإيلاؤها الاحترام الكامل،

It has also carried out specific studies devoted to enhancing the role of the International Court of Justice, which is one of the objectives of the Decade of International Law.
كما أجرت دراسات محددة مكرسة لتعزيز دور محكمة العدل الدولية، وهو أحد أهداف عقد اﻷمم المتحدة للقانون الدولي.

10. The purpose of the Decade of International Law was to enhance, solidify and popularize international law.
١٠ - واستمر قائلا إن هدف عقد اﻷمم المتحدة للقانون الدولي هو تقوية وتعزيز ونشر القانون الدولي.
